Turn broiler on high, rack on top slot. Spread corn on cookie sheet, sprinkle with vegetable oil. Roast in broiler about 10–12 minutes stirring every 3 minutes until color develops.
Over medium heat, cook bacon until crisp.
Add onion, cook until soft about 5 minutes.
Add garlic, cook about 1 minute.
Add peppers, cook 5 minutes.
Add corn, cook about 2 minutes.
Add flour and cook a couple minutes.
Add stock, cream, and potatoes. Bring to a simmer and cook until potatoes are soft.
